1 1/2 cups titiwi (tiny whole fish), rinsed
1 3/4 cups all-purpose flour
about 1 1/4 cups water
1/4 cup onion, finely chopped
3 tbsp , chopped
1/4 cup sweet pepper, chopped
1/2 hot pepper, finely chopped
1 tbsp fresh thyme
2 cloves garlic, minced
2 tbsp lime juice
1 tbsp baking powder
to taste salt
3 cups vegetable oil, for frying
Instructions

Rinse the titiwi with the lime juice and a little water, then drain well.

In a bowl, mix the flour with the water to a thick batter, then stir in the onion, scallions, sweet pepper, hot pepper, thyme, garlic, and salt.

Every flour is different, so add the water gradually; the batter should be thick enough to hold a spoonful together, not runny.

Fold in the titiwi, and stir in the baking powder last.

Heat the oil to a medium-high frying temperature.

Drop the batter in by spoonfuls and fry, turning once, until golden brown and crisp on both sides. Drain on paper towels and serve hot with pepper sauce.
