Moreia frita, fried moray eel, is one of the most popular dishes in Cape Verde. It is on the menu of most restaurants and bars on the islands, and it is the classic petisco, the small plate brought out with a cold drink before a meal or eaten as a snack.
The moray is a long, thin fish of rocky reefs, fished around all the islands. It is cleaned and cut across into short pieces, seasoned with garlic, salt, bay leaf, ground pepper and hot sauce, and left for a few hours to take the flavour. Then the pieces are coated in wheat flour, often after a dip in beaten egg, and fried until the skin turns brown and crackling while the flesh stays rich and tender.
It is served hot with slices of lemon, and with bread, arroz pintado or xerém when it becomes a meal.

Dietary labels are a cooking guide, not allergen-safety advice. We track dairy, egg, gluten, tree nuts and peanuts (we count coconut as a tree nut, following FDA labeling), fish, and shellfish; we do not screen for sesame, soy, mustard, celery, or sulphites. If you have a food allergy, read the label on every product you use, and note that a kitchen can cross-contaminate in ways a recipe cannot control.

Ingredients

Serves 4
  • 1 kg (2 lb) moray eel, cleaned, cleaned with the skin on and cut across into 3 cm pieces
Hard to find? 1 kg (2 lb) conger eel, cut into steaks - milder and less rich than moray, with a similar firm texture
  • 4 garlic cloves, finely chopped
  • 1 1/2 tsp salt
  • 1/2 tsp ground black pepper
  • 2 bay leaves, crumbled
  • 1 tsp hot sauce, or chopped malagueta chili, to taste
  • 2 lemon, juiced, plus 1 more sliced to serve
  • 2 eggs, beaten
  • 1 cup (130 g) plain wheat flour
  • about 2 cups vegetable oil, for frying

Instructions

  • 1
Rinse the moray pieces and pat them dry. With a sharp knife, make a few shallow cuts through the skin of each piece.
    ✎ Chef’s note
Moray is full of fine bones. The scoring lets the seasoning in and helps the small bones crisp in the hot oil.
  • 2
Put the fish in a bowl with the garlic, salt, pepper, bay leaves, hot sauce and the juice of one lemon. Mix well, cover and refrigerate for 2 hours.
  • 3
Heat about 2 cm of oil in a large, deep frying pan over medium-high heat.
  • 4
Lift the fish out of the marinade, dip each piece in beaten egg, then roll it in flour and shake off the excess.
  • 5
Fry in batches for 6 to 8 minutes, turning once or twice, until the coating and skin are deep golden and crisp. Drain on paper towels.
  • 6
Serve hot with the sliced lemon, as a petisco with drinks or as a starter.

Santiago (Praia). Cachupa has two names for two circumstances: cachupa rica, made with several meats for an occasion, and cachupa pobre, grains and vegetables alone. The refried version the next morning, cachupa refogada, comes with a fried egg and sausage or mackerel, and Saturday is the unofficial day for the whole cycle.
🗺️
Cape Verde. Cape Verde's island cuisine is anchored by cachupa, a slow-cooked stew of corn, beans, and meat or fish that's the national dish. Portuguese and African roots meet over grogue (sugarcane rum) and Atlantic seafood.

Africa. The structure repeats across most of the continent: one starch and one sauce. A grain or root is cooked stiff, torn or rolled by hand, and used to carry a stew of leaves, groundnut, okra or fish, usually from a shared bowl and with the right hand. UNESCO listings have followed that logic, inscribing couscous in 2020 as a shared Maghreb tradition and Ivorian attieke in 2024.
