Knead the chhana with the semolina until completely smooth and free of grain, then roll into small crack-free balls.

Boil the sugar with plenty of water and the cardamom into a light syrup.

Drop the balls into the rapidly boiling syrup and cook, covered, until they double in size, about 15 minutes.

Cool in the syrup with the rose water, then chill and serve.
